Enforcement of Optical Disc Labels Under the Trade Descriptions Act 2011 A. Applicant Categories Content owner; or Any person authorized in writing by the content owner. B. Application Procedure Applications for optical disc labels must be made online through the Optical Disc System portal at sisco.kpdn.gov.my . First-time applicants accessing the Optical Disc System must register before applying for the optical disc label. Applicants must generate the ODL-1 Form in the Optical Disc System and complete the generated form to be re-uploaded. Each application must be accompanied by the following supporting documents: A statutory declaration certified by a judge, magistrate, or Commissioner for Oaths; Relevant ownership documents such as a letter of authorization or agreement. Copies must be certified by a judge, magistrate, or Commissioner for Oaths; Proof of reservation or purchase of optical discs containing the requested title; Sample packaging; and Other relevant documents, including: A copy of the business, company, or association registration certificate A copy of the identity card for individual applications Approval from the Ministry of Home Affairs, such as Certificate A for films, approval for Quranic content filtering, and compliance with issued guidelines. C. Record Maintenance Each person who has been approved to obtain optical disc labels must keep and maintain proper records regarding the use of optical disc labels and other information in the ODL-3 Form in the Fourth Schedule, and such records must:   Be readily available at all times for inspection by the Controller; Be up-to-date and in good, orderly condition; and Be submitted when requested by the Controller. D. Approval Complete applications will be processed and approved within 1 working day from the date of receipt. The Controller may approve or reject the application for obtaining an optical disc label. In granting approval, the Controller may impose any conditions deemed necessary. E. Payment The price of an optical disc label is RM 0.163 per unit. For label payments, users can make online payments for all applications exceeding RM 1. For applications under RM 1, applicants may proceed with payment at the counter. Payments should be made in the name of the Secretary General, Ministry of Domestic Trade and Cost of Living, in the form of: Bank Draft Money Order Postal Order Payment can only be made after the label application has been approved. The applicant will receive an email notifying that the application has been approved and is ready for payment. The applicant may also download the approval letter once the application has been approved. F.
