Human Resource Management Division

Introduction The Human Resource Management Division (BPSM) is responsible for human resource planning and development, organizational development, and managing the services of the Ministry's personnel. Human capital development is a priority for this Division to produce a highly skilled and knowledgeable workforce with positive work ethics. This goal is achieved through continuous training and learning. The Division comprises three branches that handle human resource-related matters as follows: i. Administration and Competency Division      a) Administrative Unit      b) Training Unit      c) Psychological Management Unit i. Organization Development and HRMIS Division      a) Organization Structuring Unit      b) Staffing Unit      c) Recruitment and Contract Unit      d) HRMIS Unit  iii. Services Division      a) Shared Services Unit      b) Non-Shared Services Unit      c) Promotion and Performance Unit Vision & Mission VISION Be a leader to continuously improve individual and organizational effectiveness, meet changing workforce needs and enhance career, service and professional growth. MISSION Provide effective human resource management by developing and managing policies, procedures and programs for the added value of human resources that contribute to organizational achievements. Objective 1. Produce quality and productive employees to provide effective and excellent services towards the achievement of the Ministry's Vision and Mission. 2. Maximizing the ability of the workforce to cope with the increased workload in the Ministry through organizational restructuring. 3. Career development by promoting competency-based human resource management and innovation to support an effective public service delivery system. Function 1. Planning organizational development to meet current needs. 2. Planning and managing human resource training needs. 3. Manage the human resource service organization which includes recruitment, filling positions, promotion and performance evaluation. 4. Manage human resources services such as leave, allowances and other facilities. 5. Manage internal exams such as Departmental Subject Exams and Appointed Promotion Exams for the KPDN Empowerment Service Scheme 6. Organizing the Departmental Joint Council Meeting (MBJ) and the Excellent Service Award Ceremony. 7. Administer the Human Resource Management Information System (HRMIS) in the Ministry. 8. Carry out personnel assessment and development, research and intervention using psychological applications in human resource management. 9. Planning and managing matters related to the Awarding, Awarding and Recognition of Public Service Officers. 10. Manage and coordinate the hiring of Contract of Service (COS) and Contract For Service (CFS) employees.
